Act 7 : Adaptation or Refurbishment of Building


In this weeks lecture, I've asked that will I choose to practice refurbishment or adaption. The first idea that comes to my mind is, it is very obvious that I will first demolished it and then rebuilt a new development depending on want types of development is more demanding or having the best feasible study.

But after this lecture and seminar, only I am aware that in the UK their government actually encourage their communities to actually choose to refurbish their property instead of adaptation. But compare to my country Malaysia, our trend tends to only focus on adaptation, unless those are being rated as conservation property by UNESCO.

In my personal opinion, I do agree that refurbishment is a good practice to the environment. However to me, I still feel that the most important factor whether which option to choose, is still the condition of the building. Because an obsolete condition building will cost almost the same at the end of the day.

So if in the future when there are similar question were asked, i will suggest that they first carry out a sustainability survey, then I will consult the client on the condition of the existing building and explain to them what will be the risk that he might faced and then only seek for his decision whether does he still want to proceed or not.

In this week's lecture and seminar has greatly enhanced my knowledge not only on the understanding of what is refurbishment and adaptation of a building, but also other factors and considerations that might affect my decision making on whether to adaptation of a building which I feel will help me a lot in my future days. Therefore it is help me to move one step closer to achieve my CIOB professional competencies in terms of Decision making, as well as Assess Environmental Risk Factors, Managing Health and Safety, and Managing Costs the cost the will incurred.

CIOB-The Chartered Institute of Building

Throughout this 10 weeks of lesson and doing this development proposal, its look short, but I had learnt a lot knowledge from economics, sustainability of development, management, and also the marketing plan. All of these is important knowledge for future careers, what type of development I choose(decision making), collecting data from the internet, site inspection(managing information and resources), how I plan my development, what kind of analysis method I implemented(Planning work) and also the managing health and safety. All this skill is improving my skill of personnell management as required under CIOB professional competences.(CIOB,2014)

One of the skill cannot be less is teamwork, as known as Sharing. This sharing is not related to copying each other work, but is talking about everyone sharing their knowledge of different perspective. This definitely helps us to think further and more details.

Eventually, I hope I can keep it up my skill for my future career, especially contribute to my home country about the sustainable development, save Malaysia, of cause our PLANET.

Health and Safety Regulation Vs Construction Design and Management Regulations

The CDM regulation considers similar to the Occupational Safety and Health Act in Malaysia. The OSHA is used to manage the site safety and health issue, to ensure the working environment is under a safe condition. However, CDM are aimed at improving the overall management and co-ordination of health, safety and welfare to reduce the accidents and ill health which may happen within the construction industry.(Anonymous 2014).

On the other hand, the OSHA is incomplete in my opinion when compared to this regulation in term of the scope and duties of the parties as OSHA only listed the duties of client, employee and supplier while this regulation include the designer duties in relation to health and safety. This means that health and safety responsibility is not fully bear by a contractor on a project but all parties involved

This kind of new knowledge you taught me in the future to take more focus on the Safety and Health regulation, and of cause advising my colleagues, employer to take serious in the health and safety. Because in the Malaysia field, worker will not take OSHA as serious as United Kingdom. This has improve my skill of health and safety management under CIOB professional competencies framework

Basically, the PESTEL analysis will use to analyze the factor for my Task 1- Key consideration for the development. And the SWOT analysis will use for the Task 2- Development proposal. 

In the PESTEL analysis, the difficult part is the Political, Legal and Economic. These 3 factors need more time to study and investigate, which I don't really know or understand about the Sheffield Politic, employment law and the Sheffield economic. The Sheffield government policy is one of the headache which included conservation policy, taxing policy and sustainability & environmental policy may take more time to study and digest the information.

From the point of Legal, I also need to understand the government registration requirement, whether there have any conservation areas in Sheffield, and also the health and safety regulation which will arise the neighboring dispute due to the noise or air pollution that affected the adjacent building.

Eventually, the Economic issue is the most headache which I have no idea how to relate the economic issue with my proposed development. Therefore, I am just using the ideas from the seminar which talking about the payback period, Project cost, market demanding on Sheffield and also the economic growth in the country.

The Higher,Ed CIO,2011


The calculation is always my weakness in my student life, since my this Integrated assignment will related to the economic again, I got to recall back what I learn during my Study in Malaysia. There is always some formula make people headache, especially the Property Economics and Valuation which involved some formula to calculate the Payback Period (PBP), Average Annual Percentage Rate of Return (AA%RR), Net Present Value (NPV) and also the Internal Rate of Return (IRR).

Through this lesson, I was recalling what was I learned in Malaysia college. Previously I have learned the basic of this calculation, this makes me easier to understand how to apply those methods for appraising the project viability. This assignment has lead me to discover how importance of the NPV and IRR, the higher of NPV and IRR is more worthy to be invested.

This lesson had taught how to evaluate the project by using all this method, and it assists me in assessing the economic viability of a project which I can apply in my future career. This has helped me to improve my cost management skill as required under the CIOB professional competence framework.

To date, one of the critical consideration is about the sustainable development. As I know the Sheffield city is taken very vital in the sustainable building which definitely different with my homeland Malaysia. The Sheffield construction always spends more time on how to construct a sustainable green development. Thus, for our good sake, our tutor had   provided us a sustainability statement by the Sheffield City Council.

Through this lesson, I think I got the better understanding what is Sustainable development. Basically, most of the people will take that the Sustainable development means green development likes green building with green wall, recycle material. But from this lesson, I understand that actually Sustainable is a core concept with link together with others aspect likes Social, Environmental,and Economical. They all are commensalism. (Development, 2014)

So this new knowledge that I have gained, actually help me to look at my proposed development site in a different way. Besides that in this lecture I also learn that "Preventing is Always Better Then Curing", as most of the time curing cost more to rectify a problem which occur, and sustainable's intention is wanting us to utilize our resources and produce the maximum output, and during the planning stage we have to see how well can the proposed method help save the environment in the long run. With this it help me to look and access an environment more detail which is part of the competencies required by CIOB.

Week 3, the Integrated project seminar had taught me site analysis and the location analysis are very vital process before carrying out the development. For example, old maps, past uses, geological history and soil investigation are the example of factor need to be consider and study. Site analysis is an inventory completed at preparatory step to the site planning, which involves research, analysis and synthesis.


Actually, this kind of site and location analysis I had done it before during my study at Tunku Abdul Rahman University College, however, there are some factors are different with my previous assignment in Malaysia is the culture, construction regulations and also conservation of wildlife. The most different is the British standard was imposes the rule and regulation on the protection of wildlife with countryside Act 1981. Thus, this lesson had taught me a new knowledge and better idea for involvement in the feasibility study on my future career.

Besides that, based on the site location. There is a river besides my proposed development location, so when I carry out the site location analysis, the river is one of the factors that I need to be considered as previously at year 2007 Sheffield city happened flood.




Eventually, I know how important was the site analysis, which is involves a lot of planning and cost estimating. If the feasibility study and the site inspection are carried out more specific and particular, this could help the client to save money. This lesson is good with opening discussion with everyone sharing their knowledge, is beneficial for me and I believed my friend also. I hope this kind of knowledge will assist me in my future career, especially the regulation and conservation of wildlife. I LOVE MY EARTH!
